Opex Technologies Appoints Terry Phelps as Chief Operating Officer

RALEIGH, NC – JUNE 17TH, 2026 – Opex Technologies, a leading technology advisor and solutions provider, today announced the appointment of Terry Phelps as Chief Operating Officer (COO). Phelps will oversee operational strategy, drive organizational growth, and ensure continued client success.

Phelps brings more than two decades of experience in technology leadership and operational transformation across regulated industries. Most recently, he served as Chief Operations Officer at Latino Community Credit Union (LCCU), where he managed IT, information security, operations, and business services for the $1 billion+ asset institution. Prior to LCCU, he spent 16 years in senior technology leadership roles at Local Government Federal Credit Union and Civic Federal Credit Union.
